China’s Ministry of Industry and Information Technology (MIIT) has begun to solicit public opinions on the draft access criteria for the domestic tire industry, said the ministry on Thursday (May 15, 2014).
The draft criteria specified requirements on enterprise layout, scale, technology, quality and equipment, energy and resource consumption, environmental protection, safety production, occupational health and notice management.
According to the draft, a new project or a renovation and extension project of radial tire of motor lorry shall form an annual production capacity of more than 1.2 million units once and for all; a new project or a renovation and extension project of radial tire of light motor lorry and sedan shall form an annual production capacity of more than 6 million units once and for all; and a new project or a renovation and extension project of off-the-road tire (excluding giant off-the-road tire) shall form an annual production capacity of more than 30,000 units once and for all.
The entry rules also slated that the MIIT will encourage the development of green tires that are energy-saving, environment-protection and safe, the tire producers shall have healthy energy management systems and the existing tire enterprises shall achieve the comprehensive energy consumption per unit product of tire by the end of 2017 by doing energy-saving technological upgrading.
Industry insiders believe the implementation of access criteria for tire industry will promote the industry's survival of the fittest and merger and restructuring, which will benefit leading performers.
