China's first tire recall policy drafted

The State Council Legislative Affairs Office recently released "Administrative Recall Regulations on Defective Auto Products (draft for comment)" The draft clearly requests that it is auto producers’ responsability to recall tires which are found defective as a part of a car after delivery.Whereas, tire producers have to recall tires which are found defective before equipped to the autos.    

This draft is based upon the existing auto recall regulations. In the past, there was no specific regulation to standardize three-guarantee-promise for repair, replacement or compensation of the faulty tires. The tire product guarantee was separated from that of the entire car's and there was no rules for implementation as well.

 “Kumho tire incident in 2011 attracted a wide range of social concern,” Zeng Zhiling, J.D.Power Asia-Pacific automobile market forecast director, said to the reporter of China business news, “which is also a flash point to add tire recall into the draft.”
 
Meanwhile, Toyota declaimed to recall all the defective products in the world in 2010. But Toyota refused to compensate Chinese consumers, because of no related compensation policy in China’s existing auto recall regulations. “In fact, China has been mulling a revised auto recall regulations after Toyota case”,said an anonymous expert said.
