On 30 Sept, Finance Ministry, Development and Reformation Ministry and Industry and Information Ministry has announced that it will implement 1.6L and below energy saving and environmentally friendly auto promotion from 1 Oct 2013 to 31 Dec 2015. Subsidy standard has not changed, which is 3 thousand Yuan subsidy offering when consumer buy certain cars. However, new policy has raised its threshold for auto catalog.
According to new policy, which is different from energy saving auto policy before, the criterion for different energy cost distinguishing has changed. It asks for oil consume for 100 km shall not exceed 4.7L for weight does not exceed 750 kg and 2 rows seats. 3 rows seats auto shall not exceed 5.0L each 100 km. it means that micro auto fuel cost will face stiff test.
Generally speaking, criterion of energy saving has risen dramatically. Even the auto weight above 1205 kg, fuel cost for 100 km shall not exceed 5.9L.
What's more, the subsidy enjoying modules shall fit the requirement of I test limitation of GB18352.5-2013 standard according to . According to the limitation, it has a strict requirement for the percentage of Carbon monoxide, nitrogen oxides and weight of particulate matter in displacement. However, those requirements have not appeared in any regulation for energy saving auto promotion policies.
Last but not least, new policy encourages cars applying new technology such as: Start and stop the engine idling, efficient direct-injection engine, hybrid, lightweight etc.
Besides, Finance Ministry, Development and Reformation Ministry and Industry and Information Ministry told media that relevant ministry will take monitor and inspection duty for energy saving and environmentally friendly vehicles’ fuel cost. Meanwhile, it asks for companies which have applied energy saving subsidy to sum up their experience from 1 Oct 2011 to 30 Sept 2013, and shall submit those reports to local province government, and submit to Finance Ministry after approved by local Finance Dept., Development and Reformation Dept. and Industry and Information Dept.
