China’s Stage VI Emission Regulation will be published by the end of 2016

On International Forum (TEDA) on Chinese Automotive Industry Development that was held on September 13, Pei Xiaofei, Director for Department of Science, Technology and Standards of Ministry of Environment Protection, said that China is drafting Stage VI Emission Regulation, which will be accomplished by the end of 2016. Given current demand on environmental protection, the sixth stage standards will further tighten emission limits of oxynitride and PMs by 30% upon Stage V Standard.

With the rapid development of auto industry, environmental pollution is getting more and more severe, especially by car emissions, oxynitrides and PMs, which are the major contributors to smog and ozone pollution. Based on this, compared with the fourth stage standard, the fifth stage standard issued in 2015 tightened emission limits of oxynitrides by 25-28%, and also put stricter limits on emissions of PMs.

According to Pei, this April, State Council proposed to further improve the quality standard of gasoline and diesel consumed in car market, and clearly stated to adopt fifth stage standard on gasoline and diesel consumed by car on January 1, 2017. Currently, among light-duty passenger cars, there are 3,700 car models qualified. Among cars to be sold in market, 50% has reached the standard.

Pei said requirements have been met to implement fifth stage standard in advance, but a clear explanation is needed before that.

Pei also said that Ministry of Environmental Protection highly values the work to formulate Sixth Stage National Automobile Emission Standard. The Ministry planned to finish the standard draft before the end of this year, complete suggestion paper for the draft in H1 2016 and carry out administrative review before the end of 2016.

According to Pei, for HybridElectricVehicles, the suggestion paper for fifth stage emission standard has been finished, and is under administrative review by experts. For methanol-fueled vehicles and heavy-duty cars, the stage V emission standard is being formulated, and the Ministry is quickening the process as it is closely watched. As for low-speed trucks and three-wheeled vehicles, the Ministry believed that standards stricter than the old ones but looser than those for traditional cars are more suitable.
