Timetable for environmental supervision in H2

The latest news show that the environmental supervision in localities will not stop until the end of this year.

Following is the key tasks and time arrangement of the environmental supervision.

July-Aug.

Whether the localities have issued all the pollutant discharge permits before end-June.

Installation, networking and operation of “elevated source” automatic monitoring equipment.

Discharge of industrial pollutant sources.

Sept.

Before end-Sept., special discharge limits will be imposed on sulfur dioxide, oxide of nitrogen, and particulate air pollutants emitted by all coal fired boilers within urban administrative regions.

Investigate and deal with excessive discharge behavior according to law.

Whether the localities have finished the off-peak production plan and listmaking.

Enterprises of key industries do not follow off-peak production should check the maximum allowable production load according to the task and submit for approval or registration according to the work plan.

After Oct.

Task achievement for banning the operation of small, dispersed, and excessively emitted enterprises before end-Oct.

Task achievement for closing down of coal fired boilers below 10 steam tons, big stoves, and operating small coal stoves before end-Oct.

Special discharge limits will be imposed on sulfur dioxide, oxide of nitrogen, and particulate air pollutants emitted by coal fired boilers.

Timetable for environmental supervision by provincial-level localities

Beijing-Tianjin-Hebei

The fourth round of supervision started from July 14, this year, every city will be checked for 25 rounds.

The “2+26” cities are Beijing, Tianjin, Heibei province: Shijiazhuang, Tangshan, Baoding, Langfang, Cangzhou, Hengshui, Xingtai; Shanxi province: Taiyuan, Yangquan, Changzhi, Jincheng; Shandong province: Jinan, Zibo, Liaocheng, Dezhou, Binzhou, Jining, Heze; Henan province: Zhengzhou, Xinxiang, Hebi, Anyang, Jiaozuo, Puyang, Kaifeng.

The supervision will focus on the combat of air pollution.

Guangdong province

The supervision will last 9 months from June 2017 to Feb. 2018.

The coverage includes Guangzhou, Shenzhen, Foshan, Dongguan, Zhongmen, Jiangmen, Zhaoqing, Qingyuan, Yunfu.

The province will motivate some 2,000 environmental law enforcement officials to conduct the supervision focusing on the combat of air and water pollution for 9 months and 18 rounds in 9 cities.

They will examine the enforcement of the province’s regulations to combat air and water pollution; the progress of the enforcement of the strengthened rules to combat air pollution; and the closedown of dispersed, heavy polluting enterprises, small-sized severe water polluting enterprises, and illegal construction programs within the protection areas of drinking water sources.

The officials will also supervise how the localities handle petition cases, how they punish the major polluting industries, how they tackle the pollution in key rivers, and how they deal with the comprehensive environment in key areas.

Shandong province

The supervision will last nine months from June 28, 2017 to Mar. 31, 2018, covering 7 cities, namely Jinan, Zibo, Jining, Dezhou, Liaocheng, Binzhou, and Heze.

Environmental officials will examine the operation of environmental equipment by enterprises of key industries and whether their emissions meet national standards. They will also supervise the screening and close down of unqualified small, dispersed, heavy polluting enterprises.

Jiangsu province

The supervision was from July 7 to Aug. 5, covering Xuzhou, Nantong, and Yangzhou.

The officials were to learn how the localities implement the significant environmental protection decisions and deployment, the progress of key environmental protection tasks, the improvement of environmental quality, the progress for the reform of ecological civilization system, and how they deal with key environmental issues and how they assign the responsibilities of environmental protection.

In addition, the province will focus on the inaction and misconduct of local governments on environmental issues.

Sichuan province

The supervision will last 10 months from May 2017 to Feb. 2018 (with Nov. 2017 to Feb. 2018 the key period), covering Chengdu, Deyang, Mianyang, Suining, Leshan, Ya’an, Meishan, and Ziyang.

The officials will examine the combat of air pollution.
