Guangrao county punished 23 tire and rubber producers

The environmental protection bureau of Guangrao county, Dongying, Shandong province, has punished 23 tire and rubber producers since 2016.

Shandong Huasheng Rubber had been punished twice for environmental protection issues.

The company’s 3.2-million-set all-steel radial tire and facilitating 20T*4 coal-fired boiler project was put into operation, while the supporting environmental protection equipment hadn’t pass the inspection.

It was penalized in Nov. 2016 by the Environmental Protection Bureau of Guangrao for suspected waste water discharge.

Other large tire producers, including Shandong Yongtai Group, are also among the list of penalty.

Starting construction or production before passing environmental protection inspection is a key reason of penalty and 14 companies were punished because of it.

Shandong Yongtai Group was fined 40,000 yuan as its public cogeneration project started operation while the facilitating environmental protection equipment hadn’t passed the inspection.

Dongying Fangxing Rubber was fined 50,000 yuan as it started construction of the high-performance green flat semi-steel radial tire project, with annual capacity of 6 million, while the environmental impact assessment (EIA) file hadn’t been approved.

Dongying Xishui Group Thermoelectricity was fined 50,000 yuan as it started construction of the engineering tire production project, with annual capacity of 120,000 sets, without submitting the EIA file for approval.

Dongying Jubao Industry & Trade was fined 50,000 yuan as it started construction of the rubber additive project, with annual capacity of 2,000 tons, while its EIA file hadn’t been approved.

Dongying Wuhuan Chemical’s rubber tire additive project was fined 100,000 yuan for the same reason as Jubao Industry & Trade.

Dongying Yaosen Industry & Trade was fined 50,000 yuan as it started construction of tire belt production project, with annual capacity of 1 million, without submitting the EIA file for approval.

Failing to take measures preventing the emission of foul gas is another key reason the companies being penalized.

Hengyu Rubber was fined 100,000 yuan in Dec. 2016 as it failed to operate the air pollutant control facilities as required.

In addition, Shengtai Group was fined 50,000 yuan in 2016 as it completely changed the scale of its all-steel heavy-load radial tire project, with annual capacity of 1 million, without re-submitting the EIA file for approval.

Since 2016, the administrative penalties made by Environmental Protection Bureau of Guangrao on tire, rubber and relevant companies were between 20,000 to 100,000 yuan each.

In the eyes of some large tire producers, the environmental protection penalty is far less than the worth of a cargo of tires.

Light administrative punishment over pollutant companies is another reason for environmental protection issues occurring repeatedly.
